A BILL to amend article three, chapter seventeen-a of the code of West Virginia, one thousand nine hundred thirty-one, as amended, by adding thereto a new section, designated section twenty-five, relating to application, cost, expiration and renewal of optional two-year license plates on Class A vehicles.

Be it enacted by the Legislature of West Virginia:
That article three, chapter seventeen-a of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended by adding thereto a new section, designated section twenty-five, to read as follows:
ARTICLE 3. ORIGINAL AND RENEWAL OF REGISTRATION; ISSUANCE OF
CERTIFICATES OF TITLE.

§17A-3-25. Option for two-year registration plates for Class A

vehicles.

Notwithstanding any other provisions of this chapter to the contrary, an owner of a Class A motor vehicle shall have the option to be issued a registration card and plate which shall expire two years from the date on which it was issued. In accordance with this section, the department shall provide a ten percent discount on all fees arising out of the two-year registration and shall place fifty percent of all funds collected from such registrations in an investment fund to be used the following year. In order to renew the two-year registration card and plate, an applicant is required to provide proof of payment of personal property taxes in accordance with section seventeen of this article for the previous two years.



NOTE: The purpose of this bill is to give owners of Class A motor vehicles the option of purchasing two-year license plates with a ten percent discount and to require that the department place fifty percent of the fees collected into an investment account to be used the following year and to require that applicants provide proof of payment of personal property taxes for the previous two years upon renewal.
